Pattaya is working toward recognition as a UNESCO Creative City of Film, using the fourth Pattaya Film Festival — held 28-30 August 2026 — as a platform to demonstrate its readiness ahead of a planned UNESCO Creative Cities Network application in 2027. The festival, organised by Thailand's Ministry of Culture through the Chonburi Provincial Culture Office, was opened at Central Pattaya Beach by Yutika Israngkun Na Ayudhaya, deputy permanent secretary of the Ministry of Culture.

The initiative brings together Thailand's Ministry of Culture, Chonburi province, Pattaya City and the Designated Areas for Sustainable Tourism Administration (DASTA) Pattaya Office, with the aim of connecting the film industry to tourism, trade and investment. Officials pointed to Pattaya's diverse cultural assets, film-related educational programmes, skilled personnel and filming locations as strengths supporting its bid.

The three-day festival — held at Major Cineplex Avenue Pattaya and Central Pattaya Beach — combined film screenings, a short-film competition for new directors, a creative city market, business-matching activities for local entrepreneurs, and a red carpet awards ceremony recognising Thai film talent across more than 18 categories. All public activities were free to attend.

If successful, UNESCO Creative City of Film status would position Pattaya as an international filming and film-industry destination — a recognition Chonburi officials say could help channel tourism spending directly into local businesses.
