PROFESSIONAL & BUSINESS SERVICES
Professional & Business Services in Thailand
Explore the advisory, legal, accounting, digital, talent, research and corporate-support capabilities that help organizations establish, operate and grow in Thailand.
Last reviewed: 7 September 2026
Before You Continue
This page is a sector orientation guide, not legal, tax, immigration or investment advice. Selecting a provider requires your own independent due diligence, and any regulated claim or current requirement should be confirmed directly with the responsible authority before you rely on it.

One Advisory Layer, Many Disciplines
Consulting, legal, tax, HR and digital specialists frequently work side by side on the same client engagement — this chapter maps each discipline separately so you know which one you actually need.
EXECUTIVE OVERVIEW
Where Professional Services Fit
Professional and business services sit behind almost every other step in this site's sector chapters: a manufacturer registering a factory, a healthcare investor structuring a joint venture, or a fashion brand opening its first Thailand store all eventually need a company registered, tax filings made, contracts reviewed, and staff hired and paid correctly. This chapter maps that advisory layer — market entry, ongoing operations, compliance and growth — rather than any single client industry.
- Services share of GDP59.15% (2024, World Bank)
- Standard corporate income tax20% of net profit
- Employer/employee social-security rate5% each, as of Jan 2026
- BOI-promotable services scopeIBC, digital infra, R&D, training — not all services
Regulated professional practice — appearing in court, signing an audit opinion, or acting as a licensed insurance or securities intermediary — requires a specific license or professional-council membership under Thai law. General management consulting, market research, recruitment and most digital/creative services do not carry that same licensing regime, though the company providing them still needs ordinary business registration and, for foreign-owned firms, Foreign Business Act clearance where applicable.
Services, Value Added (% of GDP), 2024
59.15%
World Bank national-accounts data classify 59.15% of Thailand's 2024 GDP as services value-added, up from 58.46% in 2023. This is a national-accounts value-added measure, not a headcount, revenue or business-registration figure.

Registered Juristic Entities on DBD's Corporate Registry
Over 1.8 million active entities (DataWarehouse, as of a 2024 snapshot)
The Department of Business Development (DBD), Ministry of Commerce, maintains Thailand's corporate registry covering partnerships, private and public limited companies, joint ventures and registered branches of foreign firms. This is a stock of registered entities, not an annual new-registration count.

Overall GDP Growth Context, Q3/2025
See NESDC's own quarterly release for the exact figure
Thailand's National Economic and Social Development Council (NESDC) publishes quarterly GDP performance and outlook reports. This page cites NESDC as the authoritative source rather than restating a specific quarterly growth number here.
Office of the National Economic and Social Development Council (NESDC), Thai Economic Performance in Q3 of 2025 and the Outlook for 2025-2026 — accessed 7 September 2026
This page does not publish a single "services sector contribution" figure. Value-added share of GDP, the count of registered juristic entities, employment share, FDI into services activities, and the services component of the balance of trade are five different measurements with different definitions, periods and publishers — each should be read individually. FDI-into-services and services-trade-balance figures specific to professional services were not independently verified to a specific, citable figure during this research pass and are intentionally not stated here — Verification required.

THE PROFESSIONAL-SERVICES ECOSYSTEM
How These Services Connect
Professional services rarely stand alone — they connect across a business's entire lifecycle in Thailand, from first market-entry questions through to ongoing growth advisory. T3 does not recommend or certify any individual provider; the map below shows how the categories in this chapter typically connect.
EXPLORE
Service Categories

Verify Before You Engage
Credentials, engagement terms and data-handling practices are all things a buyer can and should verify directly — directory inclusion here is not a T3 endorsement.
DUE DILIGENCE
How to Choose and Verify a Provider
Before engaging any professional-services provider, buyers typically confirm the following. T3 does not certify, audit or endorse any specific provider.
- Confirm the legal entity and office details behind the provider.
- Verify professional licenses or regulated status where applicable (e.g. a CPA's TFAC registration, a lawyer's Bar admission).
- Check that claimed qualifications are verifiable against the issuing body's own register.
- Request a written scope, fee basis and deliverables before work begins.
- Confirm who performs the work and, for regulated opinions (audit, legal), who signs it.
- Ask what would trigger additional charges beyond the agreed fee basis.
- Check for conflicts of interest with a counterparty, competitor or regulator relevant to your engagement.
- Confirm data-handling practices under Thailand's Personal Data Protection Act (PDPA), ideally in a written agreement.
- Confirm professional-indemnity or liability insurance appropriate to the engagement's risk.
- Verify current experience relevant to your specific sector and transaction type.
- Independently confirm claims with the relevant official or professional body rather than relying on the provider's own marketing.
- Ask about a complaint or escalation pathway, including the professional council's own process for regulated professions.
Not an Endorsement
Directory inclusion, editorial coverage or partnership recognition does not constitute a T3 endorsement or guarantee of a provider's services.
Engagement Models & Requesting Proposals
Hourly / Time-Based
Billed by the hour — common for legal advisory, litigation, and open-ended advisory work.
Fixed Fee
A single agreed price for a defined scope — common for company registration and standard contract drafting.
Retainer
A recurring fee for ongoing availability — common for monthly bookkeeping or outsourced HR.
Success-Linked
Fee tied to a defined outcome — more common in recruitment than in regulated advisory work, where success fees can raise independence concerns.
Project-Based
A fee tied to a defined project with milestones — common for systems implementation and BOI application projects.
This page does not publish market-average fee figures for any service category — fee levels vary widely by firm tier, complexity and scope. Request a written, scoped quotation from each prospective provider instead.
- Define the specific scope, deliverables and timeline you need before requesting proposals.
- State your entity type, activity and any regulatory context (e.g. BOI status, foreign-ownership structure).
- Ask each provider to confirm who will actually perform the work and their credentials/licenses.
- Request the fee basis and what would trigger additional charges.
- Ask about data-handling practices and whether a data-processing agreement is available.
- Confirm professional-indemnity insurance coverage where the engagement carries meaningful liability exposure.
See the Key Players directory below for a fuller, verified list of professional-services firms with Thailand operations.
GROW
Economic Intelligence, Consulting & Creative Services

Research Before Strategy
Market and economic research is not a licensed profession in Thailand — verifying a provider's track record matters more than checking a credential.
Market & Economic Intelligence
Economic and market intelligence — research, data analysis and strategic consulting — sits alongside advertising, branding and creative services as two distinct but often co-purchased growth capabilities. Neither is a licensed profession in Thailand, so verifying a provider's track record (see How to Choose a Provider above) matters more than checking a credential.
Market & Economic Research
Desk and primary research, competitor analysis and economic-data interpretation to support investment and growth decisions.
Translation & Localization
Certified/sworn document translation (commonly required for visa, legal and immigration filings) and broader marketing/product localization.

Claims Carry Consumer-Protection Rules
Advertising content is subject to the Consumer Protection Act's rules against false or exaggerated claims, in addition to any platform-specific advertising policy.
Advertising, Branding & Creative
Advertising content in Thailand is subject to the Consumer Protection Act's rules against false or exaggerated claims, administered by the Office of the Consumer Protection Board, in addition to platform-specific advertising policies — a factor worth confirming with any creative or media-buying partner.
Brand Strategy & Creative Production
Brand development, creative production and campaign design for the Thai market.
Media Buying & Digital Marketing
Media planning and digital/performance marketing, subject to the consumer-protection advertising rules above.

A Sequence, Not a Single Step
Ownership rules, BOI eligibility, registration, licensing and work authorization are separate approvals — meeting one does not automatically satisfy another.
MARKET ENTRY
The Foreign-Investor Pathway
This sequence is general orientation, not legal, tax or immigration advice, and not every stage applies to every business. It presents a decision pathway, not a guarantee of any registration, license, BOI promotion, visa or work-permit outcome.

Registration, Permission, Promotion and Authorization
Company registration, Foreign Business Act permission, BOI facilitation and visa/work-permit authorization are four distinct processes, each with its own approving authority.
ESTABLISH
Company Setup, Visas & Work Permits
Four distinct government processes are often bundled together in casual conversation but are legally and procedurally separate: company registration, Foreign Business Act permission, BOI facilitation, and visa/work-permit authorization. Meeting one does not automatically satisfy another.
Company Registration
Registering a legal entity with DBD — required for any Thailand-incorporated business, foreign-owned or not.
Foreign Business Act Permission
A separate approval required only if the specific activity is restricted for foreign majority ownership under the Foreign Business Act.
BOI Facilitation
A distinct promotion status granted only for BOI-eligible activities, which can ease foreign-ownership restrictions and provide a facilitated visa/work-permit process.
Visa & Work Authorization
Separate individual authorizations required for each foreign staff member, regardless of the company's own registration or BOI status.
No company-formation agent, BOI facilitator or immigration consultant can guarantee registration approval, Foreign Business Act permission, BOI promotion, a visa, or a work permit.

Activity-Specific, Never Automatic
BOI eligibility depends entirely on the current promoted-activity list and the specific project's own conditions — confirm directly with BOI before relying on any incentive.
INCENTIVES
BOI & Investment Advisory
BOI eligibility depends entirely on the current BOI activity list and conditions for the specific activity applied for — it is never automatic for "professional services" as a category.
- International Business Centers (IBC) — covering general business management, procurement, R&D, technical support, marketing, treasury-center financial management, and other qualifying support-service functions for associated enterprises.
- Digital infrastructure — cloud services, data centers, and AI-supporting digital infrastructure are a stated BOI investment-promotion priority for 2026.
- Research & development (R&D) — including for software and digital platforms, a distinct category from general IT consulting.
- Training activities — eligibility depends on the specific program meeting BOI's training-activity conditions.
- Regional/shared-service operations — shared-service-center and certain BPO structures serving a regional or global group can fall within IBC or related promoted categories.
Ordinary management consulting, bookkeeping, general recruitment, and most creative/marketing services delivered commercially are not on BOI's promoted-activity list in their own right.
BOI's promoted-activity list, conditions and incentive tiers change over time. Confirm current eligibility directly with BOI or a BOI-specialist adviser before assuming a specific activity qualifies.
Check Current BOI Eligibility ↗
Licensed Practice vs. General Advisory
Appearing in court or signing an audit opinion requires a specific Thai license or council membership; general legal and compliance advisory does not carry the same regime.
COMPLY
Legal, Regulatory & Compliance
Beyond the tax and payroll obligations above, Thai-registered businesses carry a distinct set of legal and governance requirements: contract enforceability, corporate secretarial duties, dispute-resolution options, and — where the business collects personal data or places advertising — PDPA and consumer-protection compliance. Practising as a licensed lawyer in Thailand requires admission through the Lawyers Council of Thailand (the Thai Bar); foreign lawyers can advise on foreign or international law within a Thai firm but generally cannot appear in Thai courts without the local license.
Contract Drafting & Enforceability
Thai-law contracts should be drafted or reviewed with attention to which jurisdiction's law and dispute-resolution forum will actually govern a disagreement.
Corporate Secretarial Duties
Ongoing shareholder/director filings, annual general meeting minutes and statutory register maintenance sit alongside, not instead of, initial company registration.
Dispute Resolution
Thai courts, and Thailand's arbitration institutions, both handle commercial disputes — the appropriate forum depends on the contract's own dispute-resolution clause.
Insurance Brokerage & Risk Advisory
Placing or negotiating an actual insurance policy requires an OIC-licensed broker or agent; general risk-management advisory does not carry the same license.

Every Figure Carries Its Own Source
Thai tax rates and thresholds change, sometimes via time-limited decree — each figure in this chapter carries its own publisher and "as of" date.
COMPLY
Taxes, Accounting & Audit
Every figure below carries its own "as of" date and source. Thai tax rates, thresholds and reliefs change, sometimes via time-limited Royal Decree extensions — always verify the current rate directly with the Revenue Department or a qualified tax adviser.
Standard CIT rate is 20% of net profit. SMEs with paid-up capital not exceeding THB 5 million and revenue not exceeding THB 30 million can access reduced tiered rates. Confirm current thresholds directly with the Revenue Department.

Know Who the Legal Employer Is
In an outsourced-staffing or employer-of-record arrangement, the staffing firm — not the client company — may be the legal employer. Confirm this explicitly before engaging.
HIRE
Recruitment, HR & Talent
Recruitment and HR services in Thailand range from contingency and retained search through to fully outsourced HR-function administration. Employment-law compliance sits with whichever party is the legal employer of record — the client company, or, in an outsourced-staffing arrangement, the staffing firm itself — so confirming that distinction before engaging a provider matters as much as the placement itself.
Recruitment & Executive Search
Contingency, retained and executive-search engagements, typically priced on a success-linked or retainer basis (see Engagement Models above).
HR Outsourcing
Payroll administration, benefits administration and broader HR-function outsourcing for companies that do not want to build an in-house HR team immediately.
Staffing & Employer-of-Record Arrangements
Temporary-staffing and employer-of-record structures shift legal-employer status to the staffing firm — confirm this explicitly in the contract.
Training & Professional Education
Corporate training, executive education (see Sasin, Chulalongkorn Business School and NIDA below) and professional-certification preparation.

Infrastructure Promotion Is Not Blanket Promotion
Cloud and data-centre infrastructure is a stated 2026 BOI priority, but general IT consulting and software development are not automatically BOI-eligible on that basis alone.
OPERATE & GROW
Digital Services, BPO & Technology
Thailand's IT-consulting and business-process-outsourcing base serves both the domestic market and, increasingly, regional or global delivery mandates. Cloud, data-centre and AI-infrastructure investment is a stated 2026 BOI promotion priority, but general IT consulting and software development services are not automatically BOI-eligible on that basis alone — see BOI & Investment Advisory above for the specific eligibility conditions.
IT Consulting & Systems Integration
IT strategy, systems-integration consulting and custom software development.
Cybersecurity & Cloud Services
Security assessment, managed security services, and cloud/data-centre services — an area of active BOI promotion interest for the infrastructure layer specifically.
BPO & Shared Services
Finance-and-accounting BPO and HR shared services, often serving a regional or global client base from a Thailand delivery centre.
Contact-Centre Operations
Inbound/outbound contact-centre services for domestic and international clients.
INSTITUTIONS & NETWORKS
Government Bodies, Professional Institutions & Associations
Organized by function. Each entry states only its verified official mandate — no agency or association below is described as regulating, licensing or representing beyond what its own official role confirms.
Regulators, Councils and Chambers Are Distinct
A government regulator, a licensing council and a business chamber play three different roles — this chapter organizes each by its actual official function.

Sources & Methodology
This page draws its claims from Thailand's own government agencies and professional/industry councils wherever a direct official source could be identified, supplemented by reputable secondary tax- and HR-advisory guides for time-sensitive rate figures where the primary government page itself was not directly parsed during this research pass — each such case is flagged in its own citation with an instruction to reconfirm against the named primary regulator. No statistic, tax rate, government mandate, association role, or professional-services firm on this page is invented.
